CALIFORNIA HOUSING LAW PROJECT
The California Housing Law Project is an advocacy organization that lobbies in the
California State Legislature for affordable housing and tenants rights for low income people, the
disabled, elderly, homeless and farmworkers. The Law Project is co-directed by Christine Minnehan
and Marc Brown, who have more than 50 years of combined experience as legislative advocates for
Western Center on Law and Poverty and California Rural Legal Assistance Foundation. Other clients
of the Law Project include the Enterprise Foundation, rent control boards in Santa Monica, West
Hollywood and Berkeley, Housing California and the California Housing Collaborative, Calnet
Neighborworks and the California Continuing Care Residents Association. The Law Project also
provides housing information services to local government housing agencies, housing advocacy
organizations and individuals. Michael Moynagh is Research Associate and chief computer yahoo for
the Project.
California Network Of Mental Health Clients
In the long struggle to achieve true human dignity and personal empowerment for
mental health clients, September 1983 was significant in the history of the United States. It was
at this time in Sacramento that a new statewide organization composed of individuals whose lives
had been dramatically affected by histories of psychiatric diagnoses and treatment come together in
conference to form and build the California Network Of Mental Health Clients. This was the first
mental health client run state organization in the country.
CALIFORNIA STATE INDEPENDENT LIVING COUNCIL
Mission: To maximize options for independence for persons with disabilities. April
20, 1999
Executive Order W-133-96: The Governor created the SILC as a state agency with Executive Order
W-133-96 on June 24, 1996. The Governor states in the Executive Order that the SILC shall be an
independent state agency and shall:
- Jointly develop and sign in conjunction with the Director of the Department of Rehabilitation, the State plan required
under federal statute.
- Monitor, review and evaluate the implementation of the state plan.
- Coordinate activities with the State Rehabilitation Advisory Council.
- Ensure that all regularly scheduled meetings of the council are open to the public and that sufficient advance notice
is provided.
CALIFORNIA ASSOCIATION OF MENTAL HEALTH PATIENTS' RIGHTS ADVOCATES
A membership organization working to promote public policy furthering the rights and wellbeing of mental
health consumers.
CALIFORNIA FOUNDATION FOR INDEPENDENT LIVING CENTERS (CFILC)
The purpose of the California Foundation for Independent Living Centers (CFILC) is to collaborate with and
increase the capacity of California's Independent Living Centers to create access and integration for people with
disabilities. CFILC's mission is to support independent living centers in their local communities through advocating for
systems change and promoting access and integration for people with disabilities. CFILC is a statewide, non-profit
organization made up of more than two dozen Independent Living Centers. Through unified action, CFILC envisions civil
rights for all people with disabilities.
THE CENTER FOR MENTAL HEALTH SERVICES
CMHS is charged with leading the national system that delivers mental health services. The goal of this
system is to provide the treatment and support services needed by adults with mental disorders and children with serious
emotional problems. Almost 50 million adults in the United States are affected by mental illness in any given year, and
more than 5 million adults and children are diagnosed each with a severe mental illness, such as schizophrenia, bipolar
disorder, or severe depression.
